The domicile certificate is needed for admission. And if you were the domicile of the UP STATE then you could have used your UP QUOTA. As in example their is quota for DElhi students in DElhi colleges of 85%. SAme is in UP

Usually if you're born in U.P and your birth certificate shows that, you have no need for Domicile certificate, but if you haven't, you need a domicile certificate to prove that you are from the same state, for availing the statewise preference. So for being at the safer side, try

It shouldn't be an issue. Because income might change but category doesn't. Submit your old certificate during counselling and request them that you'll submit the new one in a couple of days. 

It depends from college to college,Generally it is adjusted with your fee amount.

I would suggest you to just contact your college in which you are confirming your seat,that they will adjust it later or not,Be clear from your side,
