No, You don't need to renew your caste certificate. After being issued once it is valid for lifetime of the person. It is similar to any other certificate and it doesn't need to be renewed from time to time.

For your rank 5606 general rank in upsee it will be difficult to get any government college as it is too high. But as you have ews category certificate,  you have a reservation of 10% seats. So you might have a little chance but you have to wait till spot
