No Abhimanyu you have to pass 12th class completely otherwise you are not eligible for any college, so you have to clear your exam then you are eligible for taking admission in any college if you have good score in their particular entrance exam, so exam it.

Yes you can apply for upsee counceling dont miss the council , nd let them know that you have apllied for the domicile certificate and will get time when asked , you should go for counselling or you will loose the chance for admissions in the colleges this year
