Yes you can apply for upsee counceling dont miss the council , nd let them know that you have apllied for the domicile certificate and will get time when asked , you should go for counselling or you will loose the chance for admissions in the colleges this year

The admission in hygia institutes of pharmaceutical education and research is done through UPSEE. If your rank is enough than you may get admission there.

There are very limited govt architectural colleges in UP. But you can get FOA which is considered the best in UP in second or third round of counselling with such rank. But you should look for other colleges too.
