Yes of course if you have withdrawn your application from UPSEE Counselling earlier in round 1 or Round 2 then also you can register directly either for Round 5 or Round 6. Note that in while registering again for Round 5 or 6 you need to make online payment again and should fill the choices again as did prior to Round 1.
From November 26th registration and online payment for Round 5 will be started and will end on November 28th and for Round 6 it will start from December 1st and will end on December 2nd.

1)Floating(Yes - Upgradation): implies candidate's willingness to be considered for all the higher preferred choices across the institutes for further round of seat allocation
2)Freezing(No - Upgradation): implies candidate's willingness to accept and remain with the program and institute alloted to him/her
NOTE: Payment of seat acceptance fee ( Rs.20000 for general) is essential for both Freezing & Floating, Non Payment of Fee will mean Exiting from Counselling Procedure.

There are three options in upsee counselling
Freeze: This option has to be selected if the candidate is satisfied with his/her allotted seat and wishes to confirm it.
Float: If the candidate is not satisfied with his/her allotted seat and wishes to upgrade it in the next counselling round, then “Float” option has to be selected.
Withdrawal: If the candidate is not satisfied with his/her allotted seat and does not wish to participate in the further counselling rounds, then the option of “Withdrawal” has to be selected.

The cut-off of any College is depend on many factor like student who appear for exam, the number of students who appear for counselling , number of seats in college. So the cut-off is not going to change drastically . And offcourse there is also a reservation factor and off manage quote also. So don't expect that cut off will change drastically.

There are four rounds of counselling in UPSEE. But you can upgrade your seat/choice only in first three rounds. In last round, the seat alloted to you is considered final(freeze). So, seat withdraw requests are only considered till third round.
Candidates have to report the alloted institute in given period of time which is mentioned in the seat allotment letter. The candidates who doesn't report the alloted institute in the mentioned period, their seat considered as vacant and are no liable for any refund.
After the seat allotment period is over, spot/special round for the seat which remain vacant after the previous rounds.
There may be 2 or 3 special rounds depending on the number of vacant seats in government institutes.

Yes you can change your choice filling during Round 4 of the UPSEE Counselling, Competition on Fee waiver seats are High and according to your Rank it's very tough to secure a Free seat in UPSEE. So I will advise you to go with Normal Seats in Round 4, you will surely get a Seat in any Engineering College in Round 4 of UPSEE Counselling, Do Not Worry.
