if in JEE main your OBC rank is 28000,so surely in 2nd or 3rd round of counselling you might get some good NIT or a good private college that intake through JEE scores.It totally depends on you which kind of branch you want to choose,like if you want

In terms of fee, government colleges are best but private colleges have more strictness and strict faculty than government colleges but yes government colleges are best for future as they are more relaible to get jobs.

The exam conducting body hasn't yet released the cutoff of UPSEE 2018.

It is most likely that the cutoff would be available only after completing of counselling, or after each seat allotment rounds.
