With 317 marks, I feel you have a decent rank. So, you can apply for colleges like : AKGEC, JSS, KIET, BBDIT, GALGOTIAS, GL BAJAJ, NIET, ABES, RKGIT.

Firstly, with 37844 rank. Don't think of getting govt college. You can try for colleges like : GL BAJAJ, IPEC, IMS, ITS, NIET, GNIOT, IEC, ACCURATE, HRIT etc.
With 27302 Gen rank. You can't get AKG or KIET. You should try for colleges like GL BAJAJ, IMS, IPEC, RKGIT, NIET, ITS, GNIOT, IEC.
You can try for above colleged for ECE or EIE branch.
You can get gov college but not so good college

With 3000 GEN rank it is impossible to get IET, Lucknow. You can get AKGEC, KIET, JSS college with this rank. All of them are very good colleges with good placement record.
You have almost no chance of getting IET.
With 545 Gen rank you have slim chances of getting IET, Lucknow. You should try for BIET, MMMIT, AKG, JSS, GALGOTIAS.
You can get BIET or MMMIT easily over IET.
