You should try to score more then 150 marks in JEE Main exam to get this college.
Cut off marks varies as per the branches as well.

If your parents has domicile certificate of UP then you will be treated as UP candidate.
You need to show your parents domicile certificate at the time of document verification.
Yes, You can give UPSEE after three years of your 12th as there is no age limit to apply for UPSEE exam.
