Yes, if you perform well in UPSEE exam you can get admission in colleges which are under UPSEE.

You must have passed the qualifying exam without grace with minimum 45% marks (40% marks for SC/ST Category candidates) in aggregate in required

In order to apply for UPSEE exam you have to fill the application form to appear for the entrance exam.
It is expected that application form will tentatively released in the third week of January.
Exam will be conducted on April, 15 2018.
