Yes you can get many government colleges like jalpaiguri,etc with rank according to previous years cutoff.
But there are many better private colleges which have better ranking than the government colleges and they are IEM and Heritage .
You can get admission in these colleges in 1st round itself.

Hey Avinav! With 20 marks out of 200 in WBJEE , you can expect a rank between 10,900 and 11,300 .And considering this to be your general rank , you have chances for govt., semi government or private colleges which include following colleges at the top :

But this scenario changes every year due to some reasons so there is no certainty for this.
