There are chances in between. If you are from general category and outside state resident then no chance of getting any college. If you fall into any category then there are some chances but the colleges under that won't be much good.

With obc rank 254 , you have high chances of getting admission in jadavpur university and that too within the first 3 rounds .Also ,You can get any branch of your wish .It is not agreeable to say that you can get 'any' college.

Mdmeraj getting a college at 35,000 rank that too under WBJEE won't land you up at a good college although you wish for chemical engineering.

Yes, you certainly ahve good chances in colleges like Techno India,Netaji Subash Engineering college etc. under WBJEE and under JEE mains you can go for IIIT,DTU,NSIT etc. if you have rank in MAINS in the range of 10-15k.

With the above rank you cannot get Cse or IT in heritage college,but you can get other branch like Biotechnology in Heritage college.You can also get other subjects like electronics and instrumentation ,biotechnology,chemical,civil,electrical,ETC,food tech,mechanical,production engineering in haldia institute of technology.You can also opt for narula institute of technology and
