In Jadavpur University itself you can get all branches.

Some of the top government colleges are Jadavpur University,Maulana Abul Kalam Azad University of Technology,Kalyani Government Engineering College,Jalpaiguri Government Engineering College etc.

As far as I know, WBJEE does not release any information regarding ranks versus marks. The cutoff that they do release consists of only the opening and closing ranks required for admissions. If you want to know your probable rank through the marks secured then you can use

WBJEE is conducted for admissions into B.E/ B.Tech courses offered by some 104 Government as well as Self Financing Engineering & Technological participating institutes.

You can get admission if you qualify WBJEE exam.

Result for WBJEE exam will be available in the first week of June 2018.

Considering your rank, you might have a  chance for admission in Jadavpur University. The closing rank was 21,000 in general merit rank for the SC Category. So if your general  merit rank is upto 21,000 you have a fair chance.
