Last year closing rank for NIT agartalla mechanical engineering was- 19124 for other state quota.
So your rank is on edge. You may get mechanical engineering there. There is some chances for you. Put it as choice in your counselling.

With the rank you're mentioning I'm afraid you have less chances of getting into RMLNLU if you fall in OBC category even with the state domicile of UP. But you can surely look out for other NLUs like NUSRL Ranchi, NLUJA Guwahati, NUALS Kochi, MNLU Nagpur and Aurangabad and Nirma
