Well if you are from CBSE board then you need to score 33% in both practicals and theory inorder to clear the physics paper as a whole.

i.e 33% in practical and 33% in theory.

No dear, for getting admission in DTU you have to score more than 60% in boards and most important they take admission on the basis of JEE Mains marks.

The government colleges accepting jee mains score in Maharashtra are IIIT nagpur, IIIT pune and VNIT nagpur. Looking at your category rank you have very low chances for getting any seat in these colleges. Other colleges in Maharashtra accept MHTCET score.

Hello,there is two category basically,HS(Home State) and OS(other state).This is a major factor in getting an admission in to NITs and IIITs but there is no such category in IIT.They don't bother about which state you are from.I hope you get it.
