Answer of your question in short is No.

Only non creamy layer obc student get benefit of obc category in councelling and tution fees remission and if you belong to creamy layer candidate then you will be treated like general category candidate.government give benefit of obc category only

in maharashtra proof of domicile and nationality is given in one certificate which is age,nationalityand domicile certificate.But during admission process for mbbs in required documents list it is shownas two different certificate.Idont have separate nationality certificate.will i face any problem?

If the government of Maharashtra gives bothe the certificate in the form of one then in the application form, just upload the same certificate in both the required columns. But make sure that you are aware of the fact that the same certificate indeed has both the authentic information
