You need to score more than all them cutoffs to be eligible for applying for colleges. further more NATA score is calculated while considering 50% NATA Score +50% board

In every Form filling there are Always two choices for Filling up Marks in qualifying exams like.They ask you two things Pursuing/Passed if you are Pursuing Graduation or degree course then you can select Pursuing option,and if you have completed your Graduation then you can select Passed.

It's absolutely not an issue to be worried about. NEET just ask for a recent color photograph of yours. As you will look exactly same in both the photographs you have submitted so it hardly matters if it's a different picture in sense of clothes.
