Yes, NIOS Students can apply for NATA Exam. You just need to make sure that you have Minimum Marks(50% marks), Compulsory Subjects(Mathematics).

To give NATA Exam, you just need to get 50% in Class 12th with Math with Compulsory Subjects. 10th Class marks doesn't affect your Eligibility Criteria.

Yes you can give JEE Mains in 2019, but you only have 1 attempt left. As total no. of attempt for a student is 3.
