First find out in which branch you are interested in ECE or CSE. Just choosing college based on their name is not a good thing. At end what's matters is your interest. As both colleges are good so if you are interested in ECE then go for the sikkim

Both are the good colleges. BITS Goa is a private institute & NISER Bhubneshwar is an Government college. So if you want to take the admission in government college then you can go NISER otherwise BITS Goa.
It's difficult to get RV and BMS but you have chances of getting PESIT because this year the cutoff was too high...after 1st round .many seats are still vaccant ...so you have chances. to get seats
