Hey Adharsh! You Don't need to do it separately.if you have good marks you will get the college through tancet. You have to apply for the counselling in the PSGIM.you have to send your application to the college,they will publish a list of cutoff and ranks (Common merit list) ,

Yes, you are eligible for BCECE counseling. You can enter into the counseling just by clearing the cutoff of the exam. Other criteria are of Age, Class 12 marks, etc. You can check this cut off from the link given below -

I would like ti infrom you that its very difficult for you get admission through counselling because ranked that you have secured is not good, yes you can apply for all private institutes for admission, you will definately get admisaion in private  colleges.

Yes definitely Indraprastha university will definitely conduct third round of counselling if seats remain vacant even after second round and there is chances that still seats remains vacant, so just wait and watch for third round of counselling to be conducts.
