Yes , you can select deemed universities quota during second round of counselling even if you have not participated in deemed universities quota for first round . The only thing that you need to do is to make fresh registrations and do required payments .

There is no such notification issued by the respective authority about  the commencement of counselling.

As the result for second paper attempt of NATA is not out. It will come on 21st july so you may hope that it may start after 1week or 10 days of the results

During allotment for neet 2019 in karnataka they will consider your category rank and not the all India rank. For all category students their category rank is only been considered. There is a probability of getting a better college considering your category rank than all India rank.

For participating in round-2 for Online All India Quota UG Counseling-2019 due to non-allotment in any college or upgradation, you don't need to pay or register again if you have already registered or paid in round -1.
