It has not been officially declared  what documents would be needed but generally there are the documents required in the state counselling.According to me nothing more than these would be demanded.

Neet admit card,rank letter,allotment letter, 10th mark sheet, 12th marks sheet, caste certificate, domicile certificate, Ph certificate

Yes you can fill the telangana neet counselling for private colleges. To apply in any state for private medical counselling you just need to clear the neet and have Indian citizenship.
