i am not 100% sure whether residence certificate is required or not but it is better to make your residence certificate because if they ask for it then it help and residence certificate also used for many purposes

According to me Almas you can participate in councilling but not in state councilling of Andrapradesh

because now there are two different state and you will not get state quota of telngana in Andra pradesh you get All India Quota in Andra pradesh.
