yes,you can apply for the neet mbbs all india counselling that takes place.

but most colleges have a majority of state quota seats  and only a few seats are reserved for students of other states.

So,you should most likely try and get a seat in your own home state.

If you have not appeared for NEET 2019 then you can not appear for the counseling procedure. Only the candidates qualifying the exam can appear for the counselling .You need to appear for the exam to attend counselling. You can try next year maybe.
