The counseling for ayush sseparate than that of bds /mbbs .You will have to apply for ayush ug counseling for that.here also counseling will be conducted at two different levels both state and centre.

Inorder to apply for the all india quota counselling you need to register in the mcc site and pay the necessary registration fee.
The all india counselling is held for 15% seats pf government medical colleges and central universities. In addition to this the counselling for deemed universities also

As per your said marks and as per the last year cutoff trend you have less chance of getting government medical college in west Bengal state.
Last year cutoff trend the lowest cutoff was 479 for any government medical college and this year is said to be increase
Once a seat has been alloted in round 2 of neet counselling the candidate has to join the alloted college.
However if he wishes to not join then he/she can do so by forfeiting the security deposit.
