TS LAWCET Counselling will start after declaration of the result of TS LAWCET 2018 in the month of November 2018. Their is no written test in counselling. If your rank that you scored in TS LAWCET is under the merit list released by the university, you will be eligible
As per NEET Counselling 2018, its not manadatory to provide TC & Migration Certification in the counselling.

If you aren’t allotted any seat, then I don’t think the refund process would take time because everything is online. Money transfer is very quick and easy process if done online. It’s good that you don’t need to submit an application and visit any office again and again.
