There is no clear mention about the seat up-gradation process on the exam notifications released by Bihar Combined Entrance Competitive Examination Board. So, I would suggest you get in tocuh with exam conducting authorities to find out what is the upgradation process.

The NEET qualifying marks will not be decreased. It will be remaining same as it is. If there will be any such changes you will be informed about it. But there is no chances for the qualifying marks to be decreased.

You don't require class 10 migration certificate in neet counselling, but class 10 certificate is required as proof of age.

Documents required for NEET counselling are:

Admit Card

Score Card

Class 10 Certificate as Proof of Age

Class 12 Certificate

Identity Proof

Category Certificate issued by a competent authority
