In case of any issues try approaching to the UPSEE counselling board helpdesk. TRY reaching out to them they shall help you. There might be some technical error or some network issues. 

Based on this state rank the chances seems to be less to get a seat under All India Quota seats but the chances should be decent to get a seat under state quota seats in your state.
