Yes ofcourse you can fill your state colleges in AIQ counseling,from your rank it seems that you will get a good college through state rank in your state 2nd or 3rd counselling

Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota and state quota.
You can go through the previous year cut off
