As I found on internet, councelling of jee mains paper 1&2 is done simultaneously through JOSSA. Jossa coucelling has been started from today. Chechout other dates and details through this link-

No. You must require some minimum marks in JEE mains exam in order to take part in counselling.With Negative marks in the Exam you cannot take part in the counselling.

TS EAMCET 2018 Counselling Registration has been started from 25th May 2018. To participate in the counselling of TS EAMCET 2018, the candidates had to pay the counselling fee and register till June 2. Verification of certificates was conducted from May 28 to June 3, 2018.
