You need to submit your caste certificate to the college admin during adminstration. It will only be given to you if you leave their seat or when you pass after 5.5 years !

Yes, you can apply to the college but chances of you getting admission through state quota is much higher than in All India Quota.

Counselling for seats under AIQ is conducted by MCC. counselling for All India Quota as well as Deemed Universities will start from June 13, 2018.

You are eligible to apply for AIQ Counselling. But, your chances of admission are very less under All india Quota.
You may try for admission to Deemed universities.

According to your marks and based on the previous year cutoff, chances are less for admission to Goverment Medical Colleges under AIQ and also under state quota.
You may try for admission to private colleges and Deemed Universities.

i am sorry to say its next to impossible to get with such rank you must have below 2k atleast in case any reserved category while general is below 500 rank as RV is top 1st college in karanataka
