Based on your marks, you can try for admission to Deemed Universities.

Counselling process has not been started yet. MCC will start the All India Quota counselling as well as counselling for Deemed Universities Tentatively from June 13, 2018.

There is no difference for counselling process for girls/boys and Non UP people or UP People. 

Non UP People just have to bring the domicile certificate of their state.

Anyways, the procedure starts with the seat locking procedure online followed by submission of draft in local area college

Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota. You may have chances for admission to government colleges under state quota.
