If you belong to UP then you can apply for the other state management quota seats of the private colleges, You can not go for the government seats of the other states.

Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota.
You may have chances for admission to colleges under state quota.

however they will inform you about registration. but you should take part in registration process even if you have not got any notification. and there is nothing like qualified student. all students should take part in counselling.
I did contact them. They said they can't do anything in this regard. However I checked some other websites where it is saying that it isn't that compulsory.
