Yes there is special round or you can say spot round in josaa . You can apply for spot round in CSAB officcial site. But there is something new rule so read all the instr. carefully.

You don't have to pay penalty in case you don't take college in 1st counselling but you will be penalised in 2nd round of counselling in case you don't pick the college again.
