If you are not not qualified then you ultimately won't have rank, which is mandatory for participation in counselling. So, you can't participate in counselling procedure.

Most universities/colleges and states take admission for B.Arch programmes based on the NATA scores.
These universities and colleges will conduct separate counselling for all the candidates who will qualify for NATA 2018 exam. NATA counselling will be conducted after the declaration of the result.
