No surely not, but in all India counselling you have to choose only one state, but you can participate in State counselling for both states, if dates doesn't clash.

According to your score in B.Arch you can try for this college but there is no sure guarantee that you will get that college,maybe till 7th round if seats are vacant you will get the college.
