Yes you are definitely eligible for the second round of counselling when you did not get any seat in first counselling. Keep your fingers crossed and hope for the best!

Please clarify, did you not lock the choice when it was alotted, you must read the guidelines of mock seat allocation very carefully

Hi,
You can easily get government college once you clear advance paper . If you dont want to give it then its ok but then for knowing college you must know your rank in jee mains.
