Depends on whether it is For Government Medical Colleges or Private Medical Colleges. 15% of all the seats are filled through All India Counselling and so you can participate in All India Counselling of GMC seats of other States. But for seat in Private Medical Colleges, the process is different.

when I online for jee main I mention my category general in that time I have no EWS certificate so I fill general but now I have EWS certificate can I upload this certificate during jossa counselling and I can mention EWS category

There is no option to change your category after applying for JEE Main. As you did not declared yourself as EWS during form fill up, the system assigned you as GENERAL. So you got only one rank and that is general category rank in your JEE Main 2021 result. As

Yes you can. Now NMC will release the online registration process for Round 2 on November 18th. But because you have already registered, you needn't re-register.
