Not at all MCC has nothing to do with state counselling because MCC is only responsible for AIQ counselling not for state counselling and even state counselling is conducted by the competent authorities of that particular state.

You must have known to the fact that there are only few State Universities in the whole India which doesn't have any domicile quota for their own state.  Jadavpur University was one of them because before 2019 there were no reserved seats in WBJEE counselling for the students
