Bhargavi, NBE doesnt entertain any corrections once the correction window has been closed. And because you have selected the wrong Category and the correction window has been closed long back, you cannot change it to BC-D even in State Counselling. This is because your All India Rank is based on the Category you chose while filling the NEET PG application form and the same Category would be used to prepare State Rank List and State Category Rank list. That way, your name will come in the General Category list before even you can make any changes to your Category. So unfortunately, you miss the chance for appearing in both State and All India Counsellings.

According to MCI counselling guidelines

"If a candidate does not report at the allotted institute in Round-1, this will be considered as ‘Free Exit’.(option available only in Round-1). However, candidates who have not joined (the Round-1 allotted seat) by availing the free exit option, may participate again in Round-2 after logging in with their earlier Registration details."

It is not mandatory to participate in round 2 for a candidate however if you wants to get the seat through counselling you need to participate in the counselling.

Well many times the certificates are updated over years like income certificate or residential certificate. So if that is the case then you will have to submit the latest caste certificate and other relevant certificates that you have to take category or other benefits.

Well all india quota counseling for 50% all India quota seats is for all the students who qualify neet exam and can sit in the counseling. Remaining 50% state quota seat counseling by state quota body is only for state domicile students who belong to that particular state. State quota usually have high chances of getting a seat but at the same time all the college's don't fall under state quota.

Well I would like to tell you that the dates are not out yet for state quota counseling. State quota counseling usually begins after few days of all india quota counseling. Hence keep checking the state counseling body's website everyday to keep updated. All india counseling has just started and the registration has begun.

Well as far as I remember then once your payment is done in the starting the you do not have to pay again and you can attend the rounds of counseling. You will have register for every round which is mandatory otherwise payment is not done everytime.

To be eligible to participate in MP PG counselling 2020

• A candidate must have passed MBBS/BDS and must have obtained pass certificate issued by Medical Council of India (MCI), Dental council of India(DCI) or state medical council(SMC) or State Dental council (SDC)
• Must have obtained registration certificate for MCI/DCI or SMC/SDC before the admission process
• Must have completed 1 year rotary internship on or before March 31, 2020
• Must qualify NEET PG 2020 with minimum cut of marks as specified.

So, candidates who are not from MP are also eligible to participate in MP PG counselling but they must also fulfill the above eligibility criteria.
