Raj, according to the Information Bulletin uploaded at: http://view.mahacet.org/mahacet/admin/news_document/NEET%20PG%20Information%20Brochure%202020%20-%20CET%20CELL%20DT%2010.02.2020.pdf, the bond release certificate needs to be uploaded during Online/Physical Document Uploading and Verification process. Those Candidates who have completed their Internship on or before March 31st 2018 are not eligible gor NEET PG counselling unless they can produce Bond release certificate on the day of document verification process. Now you haven't mentioned when have you completed your internship in 2018 but you will need your Bond release certificate atleast for document verification.

As Neetpg exam conducted for getting seat for good college in the medical courses as u got 73,912 rank a india u may or may not get seat in the good colleges or universities u have very less chances to get seat in the good colleges or universities in the pg level as competitions is huge and the cutoff marks will be based on category and no.of seats available for the candidates, no.of candidates appeared for the exam,difficulty level of the paper and previous year cutoff marks and u may mostly get in state colleges as we have state preference 50%of seats and i think my suggestions and knowledge may be helpful to u.

As per your percentile you have the chances to get NIT. But it is necessary for nit to get 75% in boards. Bit in some of the cases counselling give you the chances.
If it is not possible to get nit then also you have the chances to get another good college and also you are eligible for the jee adv.

You can change your details in joint entrance examination main april session during the correction window which is from 8/3/2020-12/3/2020 during this correction period you can make many changes to your application form including your category and this correction will have fees
15% seats are reserved under all India quota where candidates irrespective of their domicile state can participate.15% seats in government medical colleges, central and demeed universities are filled through 15% AIQ.So, you don't need to hold domicile of Delhi.Rest 85% seats are reserved for home state candidates.

As your rank is 720 and in which course you want govt seat please mention as based on all the courses i wanted to say the cutoff based on previous years and cutoff marks can be based on category too..
As based on above things u may or may not get seat in the government seat according to the state wise u may have maximum or more chances to get seat in that college but all india wise u have less chances to get government seat but we will hope for the best and i think my suggestions and knowledge would be helpful to u.
