Well you can take admission in any college around India through all india quota if you qualify the cut off but through state quota you can take admission in government colleges of your state only and not other states. You should try to score 550+ in order to get a seat in maulana azad medical college under sc quota.

The proforma for OBC Certificate is available in the Information Bulletin of NEET PG 2020. This is available on their official website. For you need to avail OBC reservation, your Caste should be listed in the Central OBC list. Or else you should select General Category as your Category and you wouldn't need any OBC category certificate.

If you have mentioned your category as obc-ncl you need to produce the certificate as this will be checked during counselling before admission.

Now the time for making changes in neet ug application form is over. So if you have selected OBC category you must produce your documents during counselling to get a seat under OBC category.

Nope you cannot change your category during counselling once the results are out and the application is registered you cannot change it and if you take wrong certificates for counselling will not be considered. You can change your category for jee april form during 8/3/2020-12/3/2020 during gthe correction window.
