No it is not possible that you can leave without penalty. You have to pay penalty upto 10lakh. Medical seats are very important as many candidates struggle and compete. if one student reserves two seats , then it will be loss to candidates as it will hit their career

Foreign medical graduates unlike Indian graduates are only allowed to participate in All india Quota MCC counselling and DNB counselling. While Indian graduates have advantage to additionally participate in state quota seats also. So, Foreign MBBS Graduates are not eligible for state counselling.
