Even After the third Counselling process, if you are not satisfied with the College you cannot do anything. You just have to go through that college or join another College through Donation. There is no other alternative. If you wish to pay Donation, you must pay the total fee.

There no such eligibility criteria if you got a college and didnt join or report at the reporting institute so automatically it conveys that you are not interested in that college and you are awaited for the 2nd councelling round .
