Hi there!!! IIIT Allahabad doesn't offer dual degree courses for engineering.  There is only ece and it . The cutoff for ece for st candidates last year was 2072 and for IT the closing rank was 2222.  Based on this data you may not get a seat in IIIT Allahabad.

Pgims rohtak because among aiims ,aiims rishikesh ranks 7th which is below in ranking as compared to pgims rohtak..so u should go with pgims rohtak
