Whether you will get admission in a Government college or not depends on the category you belong to,If you belong to UR category then it is highly difficult to get any Government college but if you belong to SC/ST you have a chance of getting admitted to Government

On dificulty, CAT is tougher than GMAT even though both of the examinations have almost same syllabus.  For working professionals, GMAT is a good option.
