Yes you can, if you can manage both the studies together. However it will be quite tough to handle. You need to be focused. If you really want to secure a seat in IIT, then you will have to work really hard for that. Many people do that.

You can follow some online websites like khan academy and ask iitians as they provide information in a clear way which is easy and understandable. By following these websites and through daily preaparation you can crack iit.

City has nothing to do with the preparation. Delhi js considered as the hub as there are many like minded people doing the same thing that is preparing for the same exam and headed in the same direction. It depends on person to person, if he wants to prepare alone

Preparation for CAT generally doesn't requires more than 6 monthns. However, that depend on the student's abiity and understanding. Since you're already sure about giving CAT a try after finishing your graduation, obviously you can do that. I'll suggest focus on your graduation score
