You have scored good in neet 2019,but with this marks you can't have a government mbbs seat in Central educational universities through all India quota reservation. 

Because there are only few colleges that would participate in ews category reservation. 

And in this case your chances will be less.

You cannot transfer University. There is no option of transfering Universities i.e, you cannot change your college from GCE Salem to GCT Coimbatore. You can only change your branch after the 1st year, if you are eligible to do so by getting CGPA  more than the cutoff

Your rank is just fine. It will obviously make you elligible enough to participate in the counselling procession. Its a good thing to hang upon and since your scores are so well and according to the previous year cuttoff you'll definitely get the college and even choice of your branch
