MIT WPU previous years qualifying cut off for General candidate was 120. Cut off may vary if you belong to OBC or SC Category.

For getting into any government medical college, you should have a score of 550+ in NEET. Also, the competition for those seats in government colleges is very very high, so yes 550+ is the minimum requirement. But depending upon your category it may be variable. The score cut-off will change

In IET Lucknow, the cutoff for Mechanical is 8000 rank in Open or around 1500 in SC Category.
In BIET Jhansi, the cutoff for Mechanical was 540 rank in SC
