Yes, you will be able to give the exam and considered as eligible for the NET as UGC doesn't say anything specifically for Distance education. Also, it has to be from a recognized University whether distance or full time. The eligibility criteria is as follows:
1. Candidates who have completed their MBA or equivalent course from a recognized University with atleast 55% marks.
2. Candidates who are in their final year of MBA or equivalent exam.
3. P.hd students can also apply.

Although I'm against distance mba, as you meed to have practical exposure and develop your personality and skills when you are getting ready for managerial jobs in companies. But welingkar for distance mba is not a great choice for. It has a brand name but placements are pretty low. Fees is affordable but you will get a pgdm diploma not a mba degree, so you cannot pursue your education further for phd. The course curriculum is easy and can be easily completed. Main drawback is many recruiters don't consider distance education degree for jobs. This will just add degree in your CV nothing more.
If you are keen to pursue mba through distance then nmims and symbiosis are the best choices as they offer mba degree.
