As your age is 31 years you are not eligible to write the NEET examination.
For unreserved category, the upper age limit for becoming eligible to write NEET is 25 years whereas for reserved category it is 30 years.

For General category the eligibility is 50% in aggregate for PCB subjects. Since you have 54% in aggregate, you are eligible for NEET.
As per the eligibility you should have minimum 50% PCB aggregate score to apply for NEET Entrance Exam. At the time of counselling you should have your clear report.
