Yes, you are eligible to apply for both. For BHU, you need to secure 50% and for IIT Kharagpur, the qualifying marks is 60% for GE/OBC candidates (55% marks for SC/ST/PWD candidates).

my son has passed his 12th HSC 2018 with 65.53% and JEE 28 and CET with 63 is he eligible to get admission for B.Tech In mechanical.

Sorry to say but your son has very low marks in jee and cet so he will not be able to get admission for btech in mechanical branch.
