Yes, you are eligible to apply for both. For BHU, you need to secure 50% and for IIT Kharagpur, the qualifying marks is 60% for GE/OBC candidates (55% marks for SC/ST/PWD candidates). 

The placement records are good. A good number of students get placed and the average package is about 4-6 lakhs. About 70% students get placed. 

Sorry to say but your son has very low marks in jee and cet so he will not be able to get admission for btech in mechanical branch.
